काठमाडौं : सर्वोच्च अदालतले प्रतिनिधिसभा पुर्नस्थापना गर्न आदेश दिएको छ । प्रधानमन्त्री केपी शर्मा ओलीले गरेको प्रतिनिधिसभा विघटनलाई सर्वोच्च अदालतले बदर गरेको छ ।

‘धारा ७४ र ८५ मा विघटनको अधिकार छैन । धारा ७६ काे १ बमोजिमको प्रधानमन्त्रीले धारा ७६ काे ७ बमाेजिम अधिकार प्रयोग गर्ने संवैधानिक आधार पाइएन’, फैसला सुनाउँदै प्रधानन्यायाधीश राणाले भने ।

सर्वाेच्चले फैसलामा भनेकाे छ, “वर्तमान संविधानका निर्माताहरुले प्रतिनिधिसभा विघटन सम्बन्धी व्यवस्थालाई संविधानमा निःशर्त रुपमा खुला छाडेको पाइँदैन । संविधानमा रहेका सीमा बन्देज अनुसारको कारण आइपरेको अवस्थामा बाहेक संसदीय प्रणालीको आधारभूत मूल्य, मान्यता तथा अभ्यासको आधार ग्रहण गरी अन्य विकल्प हुँदाहुँदै कसैको इच्छा वा आत्मनिष्ठरुपमा देखेको आवश्यकताका आधारमा आवधिक चुनाव बाहेकको अवस्थामा जनतालाई समेत आर्थिक दायित्व पर्ने गरी प्रतिनिधिसभा विघटन गरिनु संविधानको मर्म र उद्देश्य नहुँदा त्यस्तो कार्य संविधान सम्मत हुँदैन ।”

संघीय संसदको वर्तमान प्रतिनिधिसभा विघटनका लागि राष्ट्रपति समक्ष गर्नु भएको २०७७ पुस ५ गतेको सिफारिस तथा सो बमोजिम राष्ट्रपतिबाट सोही मितिमा भएको प्रतिनिधिसभा विघटनको निर्णय, विज्ञप्ती समेतका तत्सम्बन्धी सम्पूर्ण कामकारबाहीहरु असंवैधानिक भएकाले प्रारम्भ देखि नै कानुनी प्रभाव शून्य रहने गरी उत्प्रेषणको आदेशले बदर हुने ठहर्छ । उपर्युक्त बमोजिम जारी गरिएको आदेशको परिणामस्वरुप संघीय संसदको प्रतिनिधिसभा उक्त असंवैधानिक विघटन भन्दा पहिलेकै अवस्थामा पुनस्र्थापित भई यथास्थितिमै काम गर्न सक्षम र समर्थ रहेको छ ।”

The low-cost airline model will lead post-COVID recovery and help revitalize demand. Frugal cost-cutting measures taken and operational responsiveness will see these carriers move quickly to absorb pent-up demand and capitalize on any opportunities ahead of other high-cost model airlines.

The COVID-19 pandemic has amplified consumer concerns around personal finances. The latest COVID-19 Recovery Survey showed that globally, a staggering 87% of respondents were ‘extremely’, ‘quite’, or ‘slightly’ concerned about their personal financial position.

Low-cost carriers (LCCs) have trimmed costs well. Although all airlines have drastically reduced costs to weather the storm created by COVID-19, it is evident that low-cost carriers have managed to push already low-cost bases even lower. These carriers can now operate cash-positive routes with a lower load factor than before, which is incredibly important with the current low levels of demand.

LCCs were the first off the blocks to capture any pent-up demand in the market and were successful in doing so. Wizz Air responded quickly by adding capacity from the UK to the Canary Islands when it was added to the travel corridor list. Relaxation of travel rules across Europe in the summer, and the rapid increase in capacity deployed by LCCs to respond to the high levels of pent-up demand, showed that low-cost airlines remained nimble and flexible during the pandemic.

LCCs have shown a high degree of resilience and flexibility to network planning and aircraft deployment. The sale and leaseback agreements forged by easyJet have given the company a high degree of fleet flexibility to better respond to changes in demand over the coming years. This places it in a much stronger position than legacy carriers that have retired aircraft from their fleets.

The low fares offered by LCCs will better cater to the increased need of affordability. Cost-cutting measures will allow LCCs to push ticket prices to new lows if necessary and still break-even, leaving other carriers at the risk of flying unprofitably if they choose to compete. These airlines will likely gain a stronger foothold in the market as a result of the pandemic. With leisure travel most likely to rebound first and LCC’s short distance, point-to-point networks will better suit pandemic-cautious travelers looking for trips closer to home

The British government will adopt a “cautious” approach to lifting the UK’s latest COVID-19 lockdown, the country’s Vaccines Minister Nadhim Zahawi said today. The minister added that the Brits may still need to wait until March 29 before traveling to visit their families.

“I am confident that if we do this cautiously and we do it based on the data and evidence, it will be sustainable, and it will be the last time we enter a lockdown because of COVID-19,” Vaccines Minister said.

Asked about what measures were being planned, Zahawi said that families may still need to wait a month before traveling to meet outdoors – a move which would mark the end of the ‘stay at home’ and ‘stay local’ orders.

“If everything goes well… it is allowing two families to come together outdoors, or the rule of six, and it is a national rule rather than a regional or tiered rule,” the minister said.

Zahawi added that the priority remained getting children back to school on March 8 and allowing two people to meet up for a coffee in order to address issues relating to loneliness and mental health.

The minister’s comments come ahead of Prime Minister Boris Johnson’s announcement on Monday regarding the roadmap out of the UK’s COVID-19 lockdown. Johnson is due to address lawmakers at 3.30pm and then the nation later in the evening.

The government continues to promise a measured approach which will be guided by data and science rather than economic needs.

The UK recently hit its first vaccination target of inoculating more than 15 million people by mid-February, a feat which has been touted as a major milestone in allowing parts of the economy to open up.

WestJet announced it will temporarily suspend operations to St. John’s, N.L., London, Ont., and Lloydminster and Medicine Hat, Alta., as of March 19, until June 24, 2021.

“We have continued to operate in the face of uncertainty as domestic and international travel restrictions and quarantines have caused demand to plummet,” said Ed Sims, WestJet President and CEO. “Unfortunately, with new and increasingly restrictive policies, we are left once again, with no other option than to suspend service to these communities.”

With today’s announcement, flights between St. John’s and Halifax will be suspended as of March 21, while service between London, Ont., and Toronto will cease on March 22. WestJet Link service from Calgary to Lloydminster will end on March 19, and Calgary to Medicine Hat discontinued as of March 21.

“Our ability to return to markets remains directly correlated to government policies and the prioritization of a domestic travel program,” continued Sims. “As we look ahead to contributing to the economic recovery of Canada, the relationship between testing and quarantine must evolve based on data and science.”

In June 2020, WestJet announced organizational changes through its airport transformation program. As a result of the suspensions, WestJet will be working with newly established third-party service providers in St. John’s and London, Ont., and directly with Pacific Coastal Airlines for affected WestJet Link operations in Lloydminster and Medicine Hat.

WestJet continues to operate at more than a 90 per cent reduction year over year. Guests impacted will be contacted directly regarding their options for travel to and from the regions. Service is set to resume to all communities as of June 24, 2021.

   Richard Maslen of CAPA Live spoke with Con Korfiatis, CEO of Saudia Arabian airline flyadeal, the Middle East’s newest airline based in Jeddah, which started up in 2017. They discussed the change in focus for the country to tourism, meeting the challenges of COVID-19, and how a young airline can help the nation to achieve its aviation goals.
