Six countries cut links with Doha

Source : BBC News , Six Arab countries including Saudi Arabia and Egypt have cut diplomatic ties with Qatar, accusing it of destabilising the region. They say Qatar backs militant groups including so-called Islamic State (IS) and al-Qaeda, which Qatar has denied. The Saudi state news agency SPA said Riyadh had closed its borders, severing land, sea and air contact with the tiny peninsula of Qatar. Qatar called the decision “unjustified” and with “no basis in fact”. The unprecedented move is being seen as a significant split between powerful Gulf countries, who are also close US allies.

It comes in the context of increased tensions between Gulf countries and their near-neighbour Iran. The Saudi statement accused Qatar of collaborating with Iranian-backed militias.

What has happened?

The diplomatic withdrawal was put into motion by Bahrain then Saudi Arabia early on Monday. The United Arab Emirates (UAE), Egypt, Yemen and Libya followed suit. SPA cited officials as saying the decision was taken to “protect its national security from the dangers of terrorism and extremism”.The three Gulf countries have given Qatari nationals two weeks to leave their territory.

In the latest developments:

  • The UAE has given Qatari diplomats 48 hours to leave the country. Abu Dhabi accuses Qatar of “supporting, funding and embracing terrorism, extremism and sectarian organisations,” state news agency WAM said
  • UAE airlines Etihad Airways, Emirates and Flydubai said they would suspend all flights to and from Qatari capital Doha from early Tuesday, local time
  • The Gulf allies said they had closed their airspace to Qatar Airways, which has suspended all its flights to Saudi Arabia
  • Bahrain‘s state news agency said it was cutting its ties because Qatar was “shaking the security and stability of Bahrain and meddling in its affairs”
  • The Saudi-led Arab coalition fighting Yemen‘s Houthi rebels also expelled Qatar from its alliance because of its “practices that strengthen terrorism” and its support to groups “including al-Qaeda and Daesh [IS], as well as dealing with the rebel militias”, according to SPA.

While the severing of ties with Qatar was sudden, it has not come out of the blue, as tensions have been building for years, and particularly in recent weeks.

Two weeks ago, the same four countries blocked Qatari news sites, including Al Jazeera. Controversial comments purportedly by Qatari emir Sheikh Tamim bin Hamad al-Thani criticising Saudi Arabia appeared on Qatari state media.

The government in Doha dismissed the comments as fake, attributing the report to a “shameful cybercrime”.

Back in 2014, Saudi Arabia, Bahrain and the UAE withdrew their ambassadors from Qatar for several months in protest over alleged interference in their affairs.

Qatar says news agency was hacked

More broadly, there are two key factors driving Monday’s decision: Qatar’s ties to Islamist groups, and the role of Iran, Saudi Arabia’s regional rival.

While Qatar has joined the US coalition against IS, the Qatari government has been forced to repeatedly deny accusations from Iraq’s Shia leaders that it provided financial support to IS.

However, wealthy individuals in the emirate are believed to have made donations and the government has given money and weapons to hardline Islamist groups in Syria. Qatar is also accused of having links to a group formerly known as the Nusra Front, an al-Qaeda affiliate.

The SPA statement accused Qatar of backing these groups, as well as the widely-outlawed Muslim Brotherhood, and that it “promotes the message and schemes of these groups through their media constantly”.

Where key countries stand on IS

Where does IS get its support?

Saudi Arabia, a Sunni majority country, also accused Qatar of backing Shia militants in Bahrain and in the eastern Saudi province of Qatif. Qatar has repeatedly denied ties to Iran in the past.

While on a visit to Riyadh two weeks ago, the US President Donald Trump urged Muslim countries to take the lead in combating radicalisation, and blamed Iran for instability in the Middle East. Saudi Arabia has also been accused of funding IS, either directly or by failing to prevent private donors from sending money to the group – allegations it denies. In recent days, British Prime Minister Theresa May has also come under pressure from election rivals to publish a report thought to focus on the funding of UK extremist groups by Saudi Arabia.

Is Saudi to blame for IS?

What has been the reaction?

Qatar, which is due to host the football World Cup in 2022, was critical of the decision, in comments broadcast on Al Jazeera.

“The measures are unjustified and are based on claims and allegations that have no basis in fact,” Al Jazeera quoted the foreign ministry as saying. It said the decisions would “not affect the normal lives of citizens and residents”.

US Secretary of State Rex Tillerson, speaking in Sydney, urged the countries to resolve their differences through dialogue.

“I do not expect that this will have any significant impact, if any impact at all, on the unified fight against terrorism in the region or globally,” he added. Qatar’s stock market plunged in early trading on Monday.

One of the likely knock-on effects is on food stability: every day, hundreds of lorries cross the Saudi-Qatari border, and food is one of the main supplies. About 40% of Qatar’s food is believed to come via this route. The Doha News newspaper reported that people had rushed to supermarkets to stock up on food and water.

Bhote Koshi flood

Bhote Koshi flood adds to the woes of Tatopani

Sindupalchowk -The deadly earthquake of last year had devastated Liping and Tatopani Bazaar of Sindhupalchowk. The flood in the Bhote Koshi River triggered by heavy rain across the border in China from last Tuesday night had wreaked havoc in Tatopani and Liping bazaars.  Before these places could recover, flood in the Bhote Koshi River has left these towns so battered that reconstruction seems impossible.  Of the 200 houses in Tatopani and Liping bazaars, the Bhote Koshi flood has washed away 67 houses till today noon, police said.  Nepali Army airlifted as many as 58 locals from Tatopani to Barhabishe yesterday. Some locals are taking shelter at a school in Kodari. As the flood has eroded Miteri Bridge, there is slim possibility of the trade point between China and Nepal at Tatopani coming into operation any time soon. Earlier, the flood in Bhote Koshi had damaged the Upper Bhote Koshi dam, inundated four industries, and swept away four vehicles. Similarly, one school, one Bailey bridge and one suspension bridge were swept away by the flood.

Life in a temple: Children’s stories

the bank of Bagmati river nearby Pashupati temple. On a regular school day, she was freaking out in an aryaghat (cremation site). I asked her, “Why are you here?” she replied “for fun”. “Don’t you get sacred of dead bodies?” I again asked her, She replied with a smiley face “No”. “Why to be scared?” she raised question, mentioning that they are used to stay there and dead bodies don’t bother them anymore. According to Kirti her mother is a daily wage worker who works at Koteshwor. “Who drops you here?” I asked another question. “I come here myself. Sometimes my mom drops me here,” she said, informing that she can get sweet foods at Ram Mandir, a temple across the river.
“I have no desire to go school. There are around 15 girls like me here. There are some girls inside the forests who are having fun with boys,”
Ishanath Aghori Baba said there are around 300 kids living in the Pashupati area alone. “The number of children will increase during festivals or decrease sometime, but I can say that there are many kids freaking out here,” he said.

Aghori Baba informed that there are around 8 small girls (10-14 years) in the temple premises. “If they don’t get foods anywhere they will come here. It’s sad to inform but these girls are sexually exploited and they sniff dendrite, drink alcohol, smoke marijuana and even they inject drugs with boys inside Bhandar and Pashupati forests, he said.

Dipak Magar, 14, from Sindhuli with very old cap, dirty clothes and a cigarette in his mouth said he is earning some money carrying wooden planks and straws up to the ground where cremations of bodies take place,” he said. “We also prepare the wet straws to help in burning the dead body,” he said.
According to the Metropolitan Police Circle Gaushala, around 15 kids were arrested on charge on minor theft in the temple area within the past eight months. They have even stolen shoes, mobile phones and small amount of money from the devotees and travellers in the temple premises. Sub-Inspector Dipak KC said they will hold those kids for few hours and aware them not to repeat such incidents.
“We cannot send them to the child homes or any place as there will be no one to receive them at the last hour. We have been compelled them to send in the streets again,” said KC, referring that those kids will be happy to stay with police if they will be arrested as they can get foods and shelter in police stations.
“Medically the problems related to these types of children can be categorised as conduct disorder and very few may also have intermittent explosive disorder or other problems, says Professor Dr Pushpa Prasad Sharma, a senior consultant psychiatrist. Mostly they have a fighting spirit, drugs history and ability to involve in criminal activities, he said.
Arjun Sherpa, a boy with reddish hair and tattoo in his hand, said he used to earn at least Rs 1, 000 carrying woods and straws in the ghat, however, he cannot earn that much after the electric cremation started in Pashupati.
A 13-year-old boy named Sandip KC took me to Gangamai temple (a temple carved in a shape of meru shri yantra) where worshippers throw coins in the roof of the temple from the Pashupatinath temple premises above the ghat. The worshippers’ belief is that if the coin they throw stays perched on the Gajurs, their wishes will come true.
There were at least five to seven kids waiting for a drop of coin. “We have been collecting coins here for whole day,” said Sandip, adding that the Gangamai pujari will give him Rs 1, 500 for collecting coins on a monthly basis.
Gangamai Pujari Badri told me that he has been helping those kids. “How can I deny them to collect coins as they need money for their survival?” Badri asked. These kids usually entered the Bagmati river in search of gold during night. “One of our friends will stay outside to watch cops and the staffs of Pashupati Area Development Trust. Then we will enter inside river in search of gold just below the cremation ground,” they said.

“We have to smoke marijuana, sniff dendrite anyhow and we are happy here,” said Khadka, adding that he has living with his friends anywhere his friend prefer in the temple premises.
“Why don’t you like to stay in child care shelters?” I asked him. He replied they cannot be adjusted in those shelters. The teachers beat us brutally and we don’t like that environment,” he added.
“What will they do even they took us to their children homes?, We have been in several child care homes many times as per their need but at last we will be here or in the street. At least we can earn some money for our survival here,” said 15-year-old Rajesh Tarki of Godavari. Rajesh said he also has been washing dishes in local hotels for survival.
<a href=According to Aghori Baba, some kids are also involved in pick pocketing at temple or any where inside the city. “They catch public vehicles and stole anything they get. They are doing this for their hungry stomach and don’t even know that’s a crime,”
“These children lack human dignity and they do not have self respect. They will also have already eroded social norms and values so are found using foul words, sniffing dendrite openly,” said psychiatrist Sharma.
Secretary of Orphan Service Centre in Tilganga, a social organisation working in children welfare, Prazwol Adhikari informed that those kids have a habit of living in free environment. “They have the developed mentality to get rid of restrictive environment,” said Adhikari.
Another Schooling In charge Surya Prakash Shrestha of Chabahil Pashupati Children Shelter (CPCS), a NGO that worked for the betterment of street children informed that they are trying to change the habit of those kids. They cannot be changed at a time because they cannot adopt the environment easily, he said.
